PUBLISHING SCHOOL TEXTBOOKS: INTERNATIONAL POLICY AND PRACTICAL SCENARIOS

The article presents the factors of international policy publication and provision school textbooks at national, regional local levels in context modern requirements for quality education. Such research methods as analytical review, comparison, analysis, generalization, interpretation, synthesis were used. An analysis existing problems possible ways improving objectivity system textbook was carried out. scientific methodological approaches practical recommendations organizations on formation publishing policy, role central authorities, self-government, private organizations, public parents students financing, development distribution are considered. peculiarities countries working with centralized state publication, approval a list by choice, mixed open market analyzed. similarities differences main changes over last 20-30 years position regarding (with an emphasis leading Asian countries) identified terms types policies, processes control production, textbooks, priorities providing textbooks. confirmed that most there is change sector, well interaction subjects educational book publishing. Recommendations process have been developed based experience outlined work world.
